Financing district heating modernisation

A guide to the sources of financing for the district heating transformation in Poland — EU and national funds, and the requirements that determine access to support.

Modernising Polish district heating requires outlays on the order of hundreds of billions of zloty — according to a PTEC report, between PLN 299 and 466 billion by 2050. No single source will cover them; financing is assembled from several EU and national instruments, each governed by its own rules and eligibility criteria.

The Modernisation Fund

An instrument funded by revenues from the sale of emission allowances under the EU ETS, supporting the energy transition — including the modernisation of district heating sources and networks and the integration of renewable energy.

The Recovery Plan (RRF / KPO)

Funds from the EU Recovery and Resilience Facility, made available as grants and loans — among other things for the modernisation of district heating systems and the development of efficient district heating systems.

FEnIKS

The European Funds for Infrastructure, Climate and Environment programme for 2021–2027, financing the construction and modernisation of district heating infrastructure, with grants covering a significant share of eligible costs.

National and regional programmes

The National Fund for Environmental Protection and Water Management and the regional environmental protection funds run dedicated calls for the sector — including the "County District Heating" programme, which supports the construction and modernisation of heat sources in smaller systems.

Eligibility — the condition of access

Each of these instruments makes support conditional on meeting technical, environmental and regulatory criteria — the DNSH principle, GBER requirements, the definition of an efficient district heating system, and the EU taxonomy. Before a project goes for financing, it is worth checking whether it meets these criteria — that is the purpose of eligibility and compliance assessment.
