Strategy for Polish district heating — does it exist?
An analysis of the strategic gap amid the EU climate transformation.
In discussions about Poland's energy transition, district heating is often described as the "most difficult patient" of the transformation. Serving over 16 million inhabitants and still relying mostly on hard coal, the sector faces a serious decarbonisation challenge. Carrying out change smoothly in a sector of this scale requires a precise plan.
A fundamental question therefore arises: does Poland have a coherent, official strategy for district heating? The answer is complex — on paper, documents exist; in practice, the sector operates amid a persistent regulatory gap.
1. Official documents — what we have on paper
At the level of government strategic documents, district heating appears in several places. There is, however, no single, autonomous and finally adopted act that would serve as a unified reference document for managers and investors.
The sector has to reconstruct its strategy from a number of dispersed sources:
- PEP40 (Energy Policy of Poland until 2040): the country's main strategic document, long awaiting a comprehensive update aligned with the EU "Fit for 55" package and the REPowerEU assumptions. District heating is treated there as one of many sub-sectors, and some of its assumptions (e.g. on the role of gas as a transition fuel) need updating in light of the new geopolitical situation.
- NECP (National Energy and Climate Plan): a document submitted to the European Commission, containing reduction targets, including for the heating and cooling sector. It sets a framework (among other things, RES share growth in heat) but is too general for many municipal companies to plan concrete technology investments on its basis.
- "Strategy for district heating to 2030 with an outlook to 2040": a draft of this dedicated document was produced at the Ministry of Climate and Environment several years ago and underwent broad public and industry consultations, but was never formally adopted by the Council of Ministers.
2. Why is the lack of a single strategy a real problem?
Polish district heating companies — mostly owned by local governments (PEC entities) — operate amid considerable legislative and economic uncertainty. The absence of a unified, government roadmap generates concrete risks:
The transition-fuel trap
Many network operators, seeking to exit coal quickly and limit the cost of emission allowances (EU ETS), have bet on gas units in cogeneration (CHP) configurations. Meanwhile, the tightening EU criteria for an efficient district heating system (EED) and the DNSH (Do No Significant Harm) principle from the EU taxonomy significantly shorten the window in which gas will be considered an acceptable fuel. Without a clear national strategy indicating the moment and mechanisms for the shift from gas to biomethane or hydrogen, there is a risk that billion-zloty investments in gas infrastructure will prematurely become stranded assets.
The dispute over technological direction — biomass or heat pumps
The industry is debating where to channel the stream of investment. Should coal boilers be converted to biomass — given the EU's progressive tightening of sustainability criteria for primary biomass? Or move straight to large-scale heat pumps and electrode boilers (Power-to-Heat)? The absence of a top-down signal on which technologies will receive systemic state support makes local-government decisions harder.
Financing and tariffs
Financial institutions — commercial and public banks (BGK, NFOŚiGW) — need a stable legal environment to extend multi-year credits. Tariff policy, which determines the profitability of heating plants, is shaped by the Energy Regulatory Office (URE). Without a central strategy linking tariff policy to real investment needs, companies will find it hard to bear the costs of transformation, estimated for Poland at PLN 299–466 billion by 2050.
3. The bottom-up strategy — the industry takes matters into its own hands
Since a single binding government document is missing, the real strategy for Polish district heating is being formed bottom-up. Its authors are industry organisations — above all the Polish district heating industry association (PTEC) and the Polish District Heating Chamber of Commerce (IGCP).
It is these institutions, working with experts and the market, that have effectively produced a "roadmap" used today by heating-company managers. It assumes:
- Deep electrification of heat — using RES surpluses (wind, photovoltaics) to power large-scale heat pumps and electrode boilers.
- Construction of daily and seasonal heat storage (TES) — stabilising the system and allowing energy to be stored when prices are lowest.
- Evolution towards 4th- and 5th-generation networks — the progressive lowering of transmission temperatures, which reduces losses and enables the integration of low-temperature RES and waste heat (from industry or data centres).
Summary — the strategy exists, but "in pieces"
In short: as a single, government-adopted document, a strategy for Polish district heating does not exist. There is, however, a precise, coherent and data-backed industry and expert strategy, forced directly by the EU frameworks (Fit for 55, EED, RED III).
Polish district heating knows the direction it must take. The key challenge for the second half of the decade remains translating these expert roadmaps into stable and predictable national law as quickly as possible — without this, the transformation risks becoming bogged down in uncoordinated local decisions.← All analyses
